I agree that the fishbone is easy but crude. What I have done is to designate all of the "causes" as Controllable (C) or Noise (N) and in addition to assign the degree of impact (H, M, L) on the 4 "M" bones and subsequently the "M" bone on the issue being solved.
I also augment the Fishbone by taking the controllable causes and placing them into an interrelationship diagram to determine if there are any hidden interactions that the fishbone is not designed to uncover.
A little more tedious but much more revealing and it helps on prioritization of going forward actions.
