I agree with you. Often when this tool is being used for a group of people who have had no, or little exposure to it, the headings can be the stumbling blocks.
When we say People for instance, what does that mean - type of people, experience, training, time of day, rotation in shift patterns, lifestyle, safety peformance?
Fishbones should be used only by experienced facilitators who can take the group through each category and who don't "lead" the group to the answer they want to see.
